Addressing the China Challenge
(This is a modified version of the talk delivered by Mr. Satish Chandra, Vice Chairman, VIF at the Panchnad Research Institute recently)
I propose to dwell essentially on three issues namely the nature and gravity of this challenge, its international backdrop, and what are India's options in addressing it. If Pakistan's hostility to India is embedded in its DNA, China's inimical approach towards India is equally fundamental.
Libya: Turning a New Page?
After months of stalemate, a cease-fire in Libya was announced on 21st August in parallel statements by the UN-recognized Government of National Accord (GNA) and the House of Representative (HOR) based in Tobruk. General Haftar however, issued a dismissive statement. The cease-fire represented stepping back by the principals backing the two sides in the interminable civil war. Egypt had threatened to intervene in case Turkish backed GNA forces advanced on Sirte. The lull in fighting on the front-line was followed by demonstrations first in Tripoli, and then in the eastern region.

The Dismal State of Human Rights in Pakistan
Human Rights in Pakistan remain a vexed issue. The Pakistan state and its security agencies instead of protecting its people remains shamelessly in retreat and have habitually trampled on Human Rights in the name of security, religion and territorial integrity. The constant Human Rights violations have resulted in piling up of cases like blasphemy, missing persons and targeted killings. Pakistan continues to rank the lowest when it comes to press freedom, religious tolerance and gender rights.
The Indus Water Treaty @ 60: Precariously Poised
The Indus Water Treaty (IWT) was signed by India and Pakistan in 1960 after nine years of tortuous negotiations, facilitated by the World Bank. Pakistan was extremely unhappy during the negotiations as it felt that the treaty was unfair to it. Eventually, it fell in line because the World Bank offered rewards along with an implicit threat that aid to Pakistan will be withheld if it did not agree to sign the Treaty.
National Security Planning
(The following is an updated version of talk delivered by Director, Vivekananda International Foundation, New Delhi to the National Defence College, New Delhi faculty and officers on 17 September 2020) India’s national security environment has become increasingly complex over the years. Covid has made the international environment extremely certain politically, economically and socially. Planning for national security at a time of extreme uncertainty and flux in international relations is a difficult task.
